There is my cat under the table.
は正しくありません。

There is/There are　のあとにくる名詞（文章の主語となるもの）は、原則として不特定のもの・人になります。特定のものにはつかえません。

特定のものとは、
・定冠詞付きの名詞（例：the pen）
・固有名詞（例：Japan、Tomなどの地名や人名）
・my やhisなどの所有代名詞のついた名詞（例：my pen、your dog）

There is my cat under the table.
のmy cat（私の猫）は「所有代名詞（my）のついた名詞」なので、特定のものになり、There is my cat ～は使えません。

There is the cat ～も使えません。the cat（その猫）が特定のものだからです。

「my cat（私の猫）」や「the cat（その猫）」ではなく、「a cat（とある一匹の猫＝不特定の猫）」であればThere is ～　が使えます。

There is a cat under the table.　（一匹の猫がテーブルの下にいます）
は正しいです。

「私の猫がテーブルの下にがいます」を英語で言うときには、主語となるもの自体を主語として表現します。

すなわち、My cat is under the table.　となります。

まとめると、
× There is my cat under the table.
〇 My cat is under the table.（私の猫がテーブルの下にがいます）
〇 There is a cat under the table.（一匹の猫がテーブルの下にがいます）


いくつか例文をあげておきます。

× There is the cat in this room.
〇 The cat is in this room.　

× There is your bag is on the desk.
〇 Your bag is on the desk.

× There is Tokyo in Japan
〇 Tokyo is in Japan.

× There is Kyoto in the western part of Japan.
〇 Kyoto is in the western part of Japan.


例外として、
１．必要なもの、探していたものなどがそこにあると相手に気づかせる場合
２．新情報となる名詞が of 句や that 節などで限定されている場合
には、There is the ～. を使うことができます。

たとえば、本を探している相手に、There is the book!といえば、「探していた本を見つけたよ！」というニュアンスになります。

また、以下の例文では聞き手にとって新情報であれば問題なく使うことができます
There is the problem of race in America.(アメリカには人種という問題がある)
